Meet the Vice Provost
Dr. Roman M. Cibirka received his Doctor of Dental Science (DDS) and Master's (MS) degree in Maxillofacial Prosthodontics from the University of Michigan. Dr. Cibirka moved to the Georgia Health Sciences University in 1996 where he now serves as the Vice Provost for the newly consolidated Georgia Regents University.
Dr. Cibirka is the administrative leader for institutional online and instructional technology, Academic Advising, Admissions, Area Health Education Centers, Career Services, Continuing Education, Financial Aid, Global Affairs, Library, Military & Veteran Affairs, Registrar and the Simulation Center. He is internationally recognized and has created for the institution an international leadership in advanced technologies related to instructional technology and patient care, including virtual simulations and mobile applications. Dr. Cibirka advises the Provost on Academic and Faculty Affairs matters.
Dr. Cibirka is a tenured faculty member in the College of Dental Medicine, Department of Oral Rehabilitation. Dr. Cibirka has lectured nationally and internationally on the subjects of advanced technology and education, dental and orofacial implants, maxillofacial reconstructions, forensics, and biocompatibility.

Office of the Vice Provost Responsibilities
The Office of Vice Provost is responsible for the leadership of the academic support units at Georgia Regents University. The Vice Provost works to advise and support day to day activities of the Office of the Executive Vice President and Provost, and acts on behalf of the Provost in the Provost's absence. The Vice Provost functions as a chief of staff and, as a faculty member, functions as a liaison to the Deans, Executive Officers, and others; interprets policy and procedures to advise Deans and units on University policies and procedures.
The Office of the Vice Provost has the following responsibilities:
1. Provide leadership and strategic guidance to the Division of Enrollment Management.
a. The position is responsible for the Office of Admissions. This office must be an extremely successful, customer friendly operation targeting recruitments of a high quality enrollment cohort achieving the targets established and reflective of a comprehensive research university. The operations of this office must be highly efficient, optimize the utilization and cross purposing of personnel across campuses and other units while achieving exceptional quality metrics.
b. The position is responsible for the Office of Financial Aid. This office must be an extremely successful, customer friendly operation that offers disbursement of state and federal aid, offers debt counseling and advisement, identifies new sources of financial aid, and must be clearly integral to and involved in the scholarship award process across the institution. The operations of this office must be highly efficient, maintain compliance, optimize the utilization and cross purposing of personnel across campuses and other units while achieving exceptional quality metrics.
c. The position is responsible for the Office of Registrar. This office must be an extremely successful, customer friendly operation that provides student registration and matriculation services. The office must consistently manage the myriad of curricula and curricula revisions, maintain compliance, and must be the authoritative source of transcript-related information. The operations of this office must be highly efficient, optimize the utilization and cross purposing of personnel across campuses and other units while achieving exceptional quality metrics.
2. Provide leadership and strategic guidance to the Office of Academic Advising. This office serves to assist students in understanding the core curriculum, the full advisement process, and how to use an array of support mechanisms for student success. A primary goal of the unit is to ensure students matriculate in a timely manner and according to a balanced four year plan.
3. Provide leadership and strategic guidance to the Office of Career Services. The offices serves students, faculty and staff with major and career service advice, planning and resources.
4. Provide leadership and strategic guidance to the Office of Military and Veteran Services. The office provides guidance and support to active or retired military personnel and their families regarding educational opportunities and ROTC.
5. Provide leadership and strategic guidance to the Office of Professional and Community Education (PACE). The office must be a highly functional, customer friendly, self-supporting operation that provides compliant or accredited continuing professional education, as well as engaging in an ever-expanding community education mission to the CSRA and State of Georgia. The unit is enterprise-wide in its scope of services.
6. Provide leadership and strategic guidance to design, develop and implement an Office of Global Affairs wherein a Confucius Institute will be considered for development. The Office of Global Affairs will be an enterprise-wide unit to effectively expand our international footprint with demonstrated success in all three areas of the tripartite mission.
7. Provide leadership and strategic guidance to the GRU Library. This unit is comprised of two campus entities or facilities on the Summerville campus (Reese Library) and the Health Sciences campus (Greenblatt Library). The entire Library must function as a highly effective, innovative, cross-functional and interwoven entity supporting the tripartite GRU enterprise mission and statewide footprint. As a public entity, the unit also serves the community at large.
8. Provide leadership and strategic guidance to the Office of the Area Health Education Center (AHEC). This partnership unit is supported by matching GRU funds and housed on the GRU campus. The unit functions to strategically develop outreach opportunities and provide preferential positioning of GRU students and residents in these clinical sites. The unit also offers an outstanding recruiting entity for GRU students in the Georgia public and private K-12 systems, training opportunities for adjunct clinical faculty, and successful placement of GRU graduates in rural communities.
9. Provide leadership and guidance to the Health Sciences Simulation Center and Inter-professional Education Center. In this role, the Vice Provost will work closely with enterprise academic, clinical and shared service units such as IT to strategically assess, expand and deliver measurable, high quality, innovative traditional, virtual simulation and inter-professional education.
10. Provide leadership and guidance to the distance education functions for the university. In this role the Vice Provost will work closely with the appropriate enterprise units and IT to strategically assess, expand and deliver measurable, high quality, innovative online education that may reside entirely within a College or program curricula or be a component of the curricula within the AHEC or PACE units. The functions will link to the other units of Enrollment Management, PACE and AHEC
